They are made of wool felt to insulate hair, head and ears from the hot temperatures. most likely from a sauna, hot spring or steaming, the wool felt is 3 mm thick designed to be light weight but still as insulated as thicker materials and is made from a composite of wool and synthetic fibers felted together to make wool felt.
